There Is Another Important Reason for Strict Vetting
It is that many new situations have diverged enormously from what we estimated when we founded the Commune.
One of them is the discovery that people's willingness to share costs is far lower than expected.
One of our greatest regrets is that we set a fundraising target of 300,000 yuan at the outset; the cost-sharing corresponding to that target is more than many people are willing to share (not that they cannot afford it, but that they are unwilling to put in that much). Now 300,000 yuan has become the industry standard.
Under these circumstances strict vetting and strict standards are inevitable, with the aim of reducing cost-sharing and making it affordable for more people.
In this respect, too, we are at a loss.
So later we made many improvements, moving toward separating the communes, and establishing the Huo Qubing Mutual Aid Commune, which is the highest expression of the Commune's wisdom, with a great many innovative measures, many of them to make up for the Commune's shortcomings.
