On the Reliability of Third-Party Investigation Companies
Some members have expressed concern about this issue. First, we do not have much choice; this field in China is not yet very mature, and some large companies that serve the insurance industry cannot yet serve us. So we have so far only contracted three, and will of course keep looking.
Second, the Commune's thinking is this: at no stage of the review process can we rely entirely or trust completely—whether it is the Commune operators' own review, the third-party investigation companies, or the visiting teams, none can guarantee 100% freedom from problems. But when combined, the possibility of a problem is very small. So the Commune in fact uses a review with four separated powers:
— the Commune's own review;
— independent third-party review, with key cases simultaneously using two independent investigations;
— visiting teams on site;
— full public disclosure to all members, with rewards for reporting.
This minimizes the problems that review and investigation may produce.
For example, recently some visiting teams uncovered problems; we then communicated again with the investigation company about the issues, and the doubts were resolved. This is the result of several parties working together.
Regarding review and investigation, we will continue to improve, and we also welcome everyone to propose better methods to add to this system.
