Ensuring Fairness Across Groups: Distinguish by Benefits or by Obligations

Zhang Mading1 min read

The Commune's system must ensure relative fairness for people of all ages and all risk levels, in order to attract people of every age to join. To ensure fairness there are three approaches:

1. Adjust the benefit amount. With the same obligations, benefits differ to reflect differences in risk;

2. Adjust the obligation (cost-sharing) amount. With the same benefits, price according to risk differences;

3. Adjust both benefits and obligations at the same time.

The first two are probably simpler, with calculation processes that are easy to understand; the third is relatively complex and may require complicated calculations.

The Commune currently uses the first. It has limitations, of course: for some high-risk people it cannot provide higher protection.

The second and third will be introduced in the future. This takes time; it requires members' awareness to mature and a deeper and deeper acceptance of the Commune's model.

Ultimately the Commune will move toward a fairer and more reasonable system.
