On Government Regulation of the Anti-Cancer Commune
The Anti-Cancer Commune is an innovative model. It requires no prepaid fees, joining is free, there is no cost when no one falls ill, and members are free to leave. Although it follows the principle of insurance, it differs greatly in practice from modern commercial insurance and mutual insurance, so it cannot be defined as insurance in the strict sense, and insurance-industry regulations may not yet apply to it. We very much want the insurance industry to regulate us; we have written many letters and communicated with government officials. But regulating a new thing requires a fairly long process of understanding and practice. So we may not get our wish.
But this does not mean the Commune has no regulation. At present, the Anti-Cancer Commune is regulated on two levels:
1. Industrial and commercial regulation. The founding entity of the Anti-Cancer Commune is Zhongbao Technology, a lawfully registered commercial company. The industrial, commercial and tax authorities manage Zhongbao Technology.
2. Public welfare regulation. The Anti-Cancer Commune actively seeks cooperation with public welfare foundations; the funds will be handed to a public welfare foundation for management, and public welfare foundations are lawfully registered organisations.
At the same time, in the course of operation the Anti-Cancer Commune exercises strict self-discipline:
1. Transparency. Financial information is fully open and transparent.
2. Introduction of third parties. Third-party review, third-party payment and third-party fund management, all free of conflicts of interest.
3. Launching an industry self-discipline alliance. This has already received responses from some individuals and institutions.
We actively seek more regulation. We believe regulation can take the Commune further. Everything proceeds from the goal of a Century Commune, and we welcome regulation from all quarters.
